I honestly have no idea. But it sort of looks vintage Tyco-ish, yet not something I have specifically seen. So I will guess either some version of the vintage Trolleys I may not have encountered yet... and if not by Tyco then by someone else of whom I have no clue.

That is a power unit for the old Mantua trolley.
I have 2 of them,one built,and one unbuilt kit.
I beleive they were made in the late 50's pre Tyco.
The one wheel pickup gives it away.

Yes I agree ! It is a TYCO-Mantua trolley. You can see the two side supports that line up with the side frames and body mounting places. Just you could get these trolleys thro the 60's and early 70's.

I agree it is Mantua. I have a motor very much like that in my Mantua steamer.

And the answer is A Mantua Street Car Kit drive. Congratulations, Carl T! You not only got it right away, but named the correct era which was way before you were born! The Mantua kit 214, using this plastic frame drive, was cataloged from 1954 to 1958 and was priced at $8.95. No pole was offered and these early shells were without the roof mounting hole found on later models. Mantua is cast on the underside of the shell roof and on the top of the counter weight covering the drive gears.
