Do you need to swap the trucks around or "flip" just one of them? I can't remember exactly how they are insulated from one side (or rail) to the other. But if they are not installed in the proper orientation, they will short out across the frame.
Gosh this would be so easy to troubleshoot with one of them in front of me.
You may also need to check and make sure the motor is properly installed and isolated. I think there is a metal prong at the bottom of the motor, which touches a bare part of the frame inside the fuel tank. The rest of the motor is insulated/isolated via rubber mounting pads. The top of the motor of course connects to each truck. This is why the trucks need to be installed correctly.
The "Hex" drive is virtually identical to the earlier "Universal" drive. In fact you could swap the driveshafts (and flywheels for mating ability) and keep all other parts the same. Mechanically there is no functional difference between the two.

Let me clarify it this way:
The prongs that come off the tops of the trucks... each one needs to be fed from the same track rail. These prongs connect to the top of the motor via that potmetal strip.
The other track rail, should go to the other side of each truck (the side WITHOUT the prong). This feeds current through the truck bolster, which goes into the loco frame, which connects to the bottom of the motor.

| Correct! The rear frame has the correct set-up. The one in front will short out!!

| Actually, you just need to switch the truck on the front of the frame in front.
