I just discovered that two of my Tri-ang passenger cars have not only had interiors put in to them, their previous owner also put a light in them. I don't have anyway to connect the light bulb wires to the trucks so they will pick power up and send it to the lights. I tested both lightbulbs and they both work. What is the easiest way of getting the trucks to pick up power with out buying new ones?

P.S. I can post pictures if needed.

Pictures would probably be helpful, so we can see just what you're dealing with.
The short of it is: you need to have metal wheels and probably axles too. But you cannot have a metal axle with metal wheels on each end, because that will short out the track. So one side needs to be insulated (either with entirely plastic wheels, or plastic bushings on metal wheels). But you still need to complete the circuit to both rails, so the easiest way is to have two sets of truck so-equipped as above. There would be a brass shoe that will lay on the axle (to pick up power transmitted from track to wheel to axle, into the shoe, which goes into the carbody).
Then one bulb lead goes to one truck, the second lead goes to the other. And the light comes on.
On a simple DC system, with a simple bulb, it would burn brightly in proportion to the power applied to the track (just like a headlight in a Tyco engine). There are ways to make constant-lighting but that's a dark art for another topic.
Hope that helps

Here is a picture of the truck. I understand that on one truck the wheels have to be plastic on one side and vice versa on the other end...I'm just not sure what the best way to do it is. Would the simplest way be to replace the wheels and axles but leave the truck?
