I believe this to be the Australian "National Railways," which was an amalgamation of three state
railways in Australia, formed in 1992. This piece is Mantua.

dropped on your desk. What is Hi-F, BTW? Is
that like rubber band drive?

Yes, Hi-F is what the Athearn rubber band drives were called.
