My dad has one of these by a company called HO Train Co. His has HOTCO stamed in the underframe. Don't know much about them other than they were a short lived importer from the 196os, and that they were one of the few in that era to use body mounted couplers.
That said, I bought a similar car about 20 years ago that was a Bachmann, part of the upgraded line with body mounted knuckle couplers.

After looking a little more closely I believe this one is an old, 1960s version of the tanker. The signature is the metal ladders and how they are pinned in by the horizontal rails. That feature carried over into the BB models. The steel placards were an Athearn feature too.
