here is something odd that I found on ebay I probably won't buy it but I have never seen this before

No idea. Never seen it before. I was thinking it could possibly have been one of those athearn plows, but this one is in Tyco packaging. Very interesting.

It looks like the tab and screw on the plow would attach to the Mantua F7 in place of the front coupler.

I got one of those in a junk lot, still in the package.

I've always assumed it would replace the cowcatcher on a Tyco/Mantua steamer. With the bar in back of it, I don't think it would fit a F7 unless you modified the pilot.

iT IS A PLOW THAT WAS MADE BY MAANTUA FOR IT LOCOS. iT SHOULD FIT WHERE THE FRONT COUPLER GOES.
