Do railroad tankers have rubber bladders in them? Nascar has them in their fuel cells to help prevent spills when a tank is ruptured.

Isn't there something about them being double hulled? And a certain type of coupler that prevents one coupler from riding up over another one, and this prevents a coupler from holing the tank?
