If memory serves me right, Tyco only made the wood or oil tops for that tender. You will probably have to make one.

If it is indeed just a wood or oil load that Tyco made for the 4-6-0 steamers, here is an Ebay listing for several different colors of Tyco wood loads (they are selling one at a time.) Not sure if this will help or not, since it does look different than the photo you provided of the steamer from Ebay. Unfortunately, I do not even have a Tyco steamer, but just wanted to help out.

Micro, you can get small bags of crushed coal or similar material that looks like coal. I think there's a product that is used for small indoor plants that looks a lot like coal, and its about the right size for HO scale. Also, the black Woodland Scenics ballast should work as well.
Cut a small chunk of styrofoam (a left over bit of insulation foam works great) to fit inside the tender. Form the top so it's not quite flat, leaving a bit of a lump or rise in the middle. Paint it black. Next, brush on some Elmer's White Glue, and sprinkle whatever type of "coal" you're using on top. Let it dry fully, then shake off any loose pieces. You now have a much more realistic coal load.
