It is a "Tyco precision engineered ho locomotives with operating headlight Jell-O". Maybe the headlight starts oozing down the front of the loco/car when it gets too hot??
God I hope these idiots never learn from their mistakes....

I thought maybe it was to change the headlight color like lens gels. A lot messier, though. I wouldn't want to be the brakeman who had to change the headlight Jello. 
I've seen those ten-wheelers listed as 4-4-2's before, and Trainz is famous for fubaring their listings. Sometimes that works to your advantage.

Headlight jello? It's old lamp oil that someone let set too long and turned all red and gooey...
