This turned up in a donation to our model RR club.
As much as I know it is a Tyco sound car. It takes a 9 volt battery and reportedly makes a steam sound. The wheels and mech all turn freely and it appears to be in pristine condition, without box. There is no corrosion at all, the electricals all appear patent. It has a speaker inside the shell.
From what Tyco people tell me, it currently retails $20 - $30, so I would ask $20 plus $10 shipping (total = $30). All proceeds go to benefit El Paso Model Rail Road Club.

You should show us the car operating because I'm very interested in it.

I put in a new 9 volt battery, put it on the Club tracks, and fired her up. AND not a durn thing. Silent as a ghost.
So, John Nemeth, our resident Mr. Fix It, takes a look at it and he says the circuit board is bad, BUT he might be able to fix it. How in the world one repairs a circuit board is a mystery to me.
As to the overall condition, I took a closer look at it, and find that there is a small chip off one of the stirrups and, as usual, it is missing a brake wheel.
Speaking of parts: any leads on getting Tyco diesel traction tires of the right size? Also, where can I find a stash of cheap brake wheels?
Half my Tyco's and Mantuas are "Shoeless Joes," and half my rolling stock are missing brake wheels. Since the latter doesn't roll for a hoot, not too much of problem for now!

Still for sale. Might work once John "Video Ghost Buster" tinkers with it. I believe John could make stones run.

That's a bummer that it doesn't work. It's not a bad looking car overall though.

The sound car is "in the shop." John, are resident mechanic, used to own a video repair shop back in the days before digital, and is pretty good at fixing just about anything. He thinks it is the circuit board. Thing is, on the wheels, there is no evidence this thing ever turned a wheel. I will find out Thursday if he has had any luck. I will update later this week.

For those hardcore tycomaniacs follow the saga of the Tyco Sound Car, here is the scoop: John Video Ghost Buster Nemeth tinkered with it and simply installed a new speaker. We lashed her horn hook into a old Kadee coupler to a vintage 70's solid cast metal Mantua Pacific and pulling a five car circus coach consist. She gave an evil hiss and guickly spat out harsh katch kaf, katch, kaff, katch, kaff in perfectly synchronized barks. Never derailed, never missed a beat.
Works so well that if the club doesn't adopt her, and a lot of the guys lean to new school, I think I will buy her and run her when I take the club grandmother out of walk in the show. Bottom line, got keep her for the club. She exceed expectation.
