Pretty neat! But a fair warning: the sound is not realistic at all. From what I heard online, it sounds more like a clock radio buzzer! At least you can adjust the pitch... Now if you want a whistle or horn on your layout without any fancy sound-equipped features, look toward Tyco's steam whistle billboard. It uses a classic Lionel-style air whistle, but it does sound more convincing!

I found a NIB, but horn don't work. So there it sits. There is a circuit board that controls the sound, but there is not evidence of corrosion. Push button switch is very simple, and makes good contact.

A similar thing has been done here, though there seems to be less of it now than in the past. Sometimes you'll see a very foreign looking 0-4-0T with a tender tacked on the back and a little paint or an American road name to give it a bit of a familiar feel to the U.S. market.
