Ken you are looking for a 2-4-4, narrow gauge, locomotive. It will help if you can say the type of wheel arrangement. I see a 2-4-4 suburban type. Not common in HO, but in Bachmann On 30" a good possibility. The O scale locos that run on HO track.
Bachmann makes a On30, 2-4-4. Micro mart sells them among also anywhere else.

Bachmann's On30 2-4-4T is nothing like that engine, but could be a standpoint for a bash of one by changing the cab, cutting away the rear of the engine, and adding a tender from the small 4-4-0. Not a lot else in outside frame to work with.

hi lvrr325,only 2-4-2 i found was a bachmann g scale, which is a bit to big,and agree with your outcome, think only way forward is a scratchbuilt or at least heavily modified loco ken
