What are the two brass jack-like tools in the pic? And the black tube in the tanker box?

The black tube looks like a foam cutter handle, (could be mistaken, but.....)
The Brass things, I'm not sure what they are! Anyone else?

They look like brackets that would have something mounted to them and would allow said object to be raised and lowered (just a guess as I see the teeth and spring).

Yeah, the brass parts look like they took the feet to something, with springs for support and ratchets for adjusting height. The cylinder in the box looks like it might be a pressure valve / cylinder / filter? Maybe someone planned to cut it into a small tanker, boiler, or use it as an internal weight.
