This engine has not be run on a HO track in 40 years. The engine is clean and has been in a box.
I can't turn these rear wheels at all on this engine. Does this engine have to be power for those wheels to turn or are they just frozen?

Put some test leads up to it and see what happens. Still nothing, start tapping the motor and may start. Check any and all connections.

If these are the wheels on the powered truck, they usually won't move unless the motor is being powered.

Sometimes oxidation builds up on the armature over time. I clean the brass wheels with some fine wet/dry sand paper (#500). I pushed the engine a little when it is on the track and the power is on to get it started, Once it is going again put a drop of gun oil on the gears and run it for a while. These Tyco motors are somewhat indestructible....

I'm hoping that's it. This engine has not been run in 40 years. It has been in a box so I'm guessing it needs a little oil and TLC.

Yes, the gearing is such that you can't turn the drive wheels and have the armature turn, the torque requirement is too great, it has to be the internal armature turning the gears to turn the wheels. The first thing to do is pop the shell off, then turn the armature by the STEEL arms, do NOT stick a pick into the wiring to turn it! Only touch the steel outer arms to turn it. If it turns, it should be ok, and yes, after 40 years, it should have some basic maintenance before you fire it up again. It could run ok, but why risk it?
