I think eBay as some policy where they don't take a cut of your sale/the listing is free if you start the bidding under a dollar...don't quote me on that though

As a seller, regularly, I used to always post items at a starting price of $0.99 before the stock marker crash of 2008.
Anymore, I start them at $9.99 to $19.99 or anywhere in between or higher for more rare or expensive items. eBay offers 50 "free insertion fee" listings every month to sellers. I use these "free" listings to list the more expensive items. Otherwise it costs $0.50 to list a $19.99 item. At a $0.99 starting price, the insertion fee is $0.10. At $10 starting price, the fee becomes $0.50. A starting price of $50 results in a fee of $0.75, and this is in addition to the "Final Value Fees"!
That $0.40 difference adds up if you are listing a lot of items. I have been limiting myself to 50-100 items a month now and no more.
Even though I have listed items at $0.99, I can not recall a single time an item ever ended at that price. Before the stock market crash of 2008, I used to keep a running estimate every week I listed and my total expected/estimated weekly sales of ALL my listings was rarely more than 8-10% off of what the items actually ended at. In fact, they often ended on the high side. After the crash, it became nearly impossible for me to predict as on a regular basis items ended well under what I had expected and often for just over what I had paid for them.
As a result, I now list with a starting $9.99 to $19.99 minimum for engines, depending on the quality and condition. Sometimes now, I even list them for just under what I would hope they would go for. I save those higher starting prices for the "50 free insertion fee" listings eBay gives to sellers every month.
So to answer your question. He listed it at $0.99, to avoid the $0.50+ insertion fee feeling very confident that it would end much higher.

so to answer my question is this worth going after and any idea of the value on the market. In looking at all he has listed he has the same engine for sale more than once.
If i knew a rough value wouldn't screw around but drop a competitive number
