I bought something similar under a different name about 8 years ago. It was more generic in larger containers and cost less, but was the same concept. It's basically 2 vials of preformulated washes you could make yourself, a vial of chalk powder, and a vial of dullcote to prep the suface and/or seal the results. It works, and in the hands of an artist works miracles, but is nothing special in and of itself.
