All metal.  I have one just like it lettered for Westinghouse, I believe.  Maybe someone can tell me who made it?

I had a very similar car that I'm pretty sure was made by Marx. Look on the underside and see if the trucks snap onto a little brass post.

Someone else also suggested that it could be Marx.  He wanted a look at the bottom too.  I’ll take a look when I get a chance.

Definitely Marx. Their center depressed flatcars lettered for the Erie had the same number. The coupler brace under the coupler shank that is Marx specific can also be seen. This site has a lot of good info on Marx HO: https://marx-trains.epizy.com/ho-trains/flat-cars/index.html
