I have a 2-8-0 that resembles a PennLine 2-8-0 except
0) no PL cast in circle on smoke box
1) PL has bell cast on with boiler
2) whistle and pop vales different
3) front of steam chest different
4) brass frame - PL uses zamac
5) motor shaft and worm different; axle gear brass - not typical for PL
6) all drivers have flange - PL has blind center drivers
7) slotted screws attaching rods - PL has hex head screws
8) rods are zamac
Construction like Varney but I can not find a similar Varney. Similarity with MDC but not a match.

Thanks Randy; Good suggestion, right time period, I've looked but cannot find an example of a John English or HobbyLine 2-8-0. I bought this on feebay 10+- years ago. It came with a 4-4 tender marked MANTUA on the zamac frame.

I agree with you; it does look a lot like a Varney/Pennline.

Is the shell brass or die-cast? The running boards appear to be brass and the chassis is too, but is the boiler itself brass?

I think I agree on John English as the maker. Found this on Ho Seeker.

All drivers have flanges, it has a different steam chest to a Penn Line, and it's got the other details in the correct spot.

Thanks Yellow_TankCar, that explains it!! I looked but missed that page on HoSeeker. It is a zamac shell. A lot of Varney parts are suggested for completion; Wife suggested it was a kit-bash, so I guess she was also mostly right.
