Usually, a tank car with more than one dome would have more than one compartment for hauling different commodities. For example, there might be high octane gasoline, low octane gasoline and diesel fuel.
I think this car could be made into something pretty neat, if someone added the normal frame, walkways and ladders. It might look funny with the 3-axle trucks, but those could be swapped out for 2-axle trucks. You can get 3-dome tank cars this size, already made, but if this were already in my junk box, I might be tempted to make something of it.
