Ken : It is a Rivarossi Crane. !960 ish. The jacks are from a life like crane. just added for detail. Something to ride around and fill enpty spots.

Ok here I go again. from the same time Rivarossi also made a small crane car also a gondola. With these you get a very nice crane set.
