That is not a SHay. SHay's have an offset boiler, and a drive shaft along the enigineer's side of the locomotive that drives the trucks. It also has vertical cylinders.
This locomotive is a Heisler, with inclines cylinders on both sides driving a shaft under the locomotive similar to a car's. The Heisler was marketed by AHM, which is probably what you have unless it is a brass model.

Well it has no markings on it Also is it complete hence the pic of rear no coupler box
Good News It does run It has chains on bottom of rotation rod If it is brass besides paint loss how can you tell?

It's made by Rivarossi for AHM. They cylinders are missing, but they should be in a V pattern just ahead of the cab. On the real thing, they're offset 90 degrees from each other and turn the same crank, so one is mid stroke while the other is at dead center. There's part of a universal on the back, so it was made as a 3-truck Heisler, but AHM's 3-truck Heisler wasn't very authentic, so it'd be best to remove the universal, put in a coupler and make it a two-trucker. You should be able to find pictures online of an intact one and know what the goal of a restoration would be.
