It looks just like the Atlas fibered tie stapled standard HO track made through the 1950's and up to early 1960's but in three-rail. Atlas could have easily made it to provide sectional track for HO European modelers there that use the three rail system.
Now in the History of Atlas HO train company provides by the Western Division of the TCA, nothing says they made 3 rail-tracks. It does say the Atlas Company did a lot of business in Europe, and mentions supplying track items, and making a very good business doing it. With many Europeans modelers using the three rail systems in both AC and DC voltages, I do think Mr. Stephen Schaffer Sr and Jr most likely provided a 3 rail track system for their use. I would imagine a good search of Atlas catalogs and advertisements from the late 1940’s and 1950’s could turn up what Atlas produced for sale in Europe. Maybe some of our European members remember the fiber tie three rail track.

WELL IT LOOKS LIEK I MIGHT HAVE SOLVED THE MYSTERY A Hobby catalog from All Nation Hobby shop (In QUITE NICE condition) was included with lot

It apppears the track is made by a company called Bob Peare but the ad claims the track is flexible THIS TRACK IS NOT Checked E bay and found a few catalogs for sale and a three rail switch
Magnifying the catalog photos seem to indicate that the track is John Peare
