I'm currently seeking some Tyco yellow diesel horns, and black RF-16 "Shark" horns.
Also, I also need the baseplate to the TycoKit Sanding Station. The seller I bought it from said it was complete, however the most important part, the base plate, was missing.
Please PM me if you have any of these items. Would be interested in purchasing or trading for them.

First off, unless you got it dirt cheap and really need to keep it, return it, or get a partial refund. That's false advertising.
Second, why not just use a sharpie to make some other horns black? That creates the shiny plastic effect.

Well, the problem was, I did buy it cheap, but like other finds, sometimes I find a lot of things at once, and sift through them little by little as time permits, and add them to the layout. By the time I got to check out the Sanding Station kit, which was a few weeks after I bought it, I discovered it was missing the baseplate. Oh well, you win some, you lose some...will teach me to inspect everything upon arrival.
I don't need black horns, though, I need the yellow standard Tyco diesel horns. As for the Shark horns, they are hard enough to come by anyway, and to sharpie a silver Tyco Shark horn (which I don't have extra of anyway) would be a tragedy to a Tyco Purist like me.

I built one of those without the base plate. I just glued it onto a flat piece of plastic.
Last I knew, Walmart sold plastic "No Trespassing" signs, maybe about 1/16" thick. They're a good source of sheet plastic.
The building can then be blended onto the layout by gluing down fine sand around the base. A highly diluted mix of Elmer's Glue-All or Carpenter's Glue with some dish soap mixed in, so it'll soak in rather than beading up, can fasten down the sand after it's already spread how you want it.
