What Scale is this?

G scale. It's a truck side frame from an AristoCraft Alco FA locomotive (or possibly a similar engine, if that same part was used on multiple models).

I'm not too familiar with G scale, but I just repaired two of these units for a friend. Be careful with those springs, as it doesn't take much to convince them to instantly relocate themselves to some back corner of your train room.

I got this in a lot of HO trains thought it might have been for a carnivial train

cause it is BIG

My guess is the wheel would have been two to three inches in diameter
